NOTICE TO CONTRACTORS

FOR THE SENECA COUNTY DEPARTMENT OF SOCIAL SERVICES OFFICE RENOVATIONS AT

1 DIPRONIO DRIVE, WATERLOO, NY 13165

For the following contracts, offers are requested according to drawings, project manuals and other offer and contract documents prepared by John Snyder Architects, PLLC:

Contract 1 – General Construction (GC)

Sealed bids for the construction of the Seneca County Department of Social Services Office renovation will be received by the County Manager’s office in the Seneca County Office Building, 3rd Floor, 1 DiPronio Drive, Waterloo, NY by December 18, 2020 until 2:00 p.m. Local time, and there, in said office, at said time, open to the public and read aloud. Offers must be enclosed in a sealed envelope marked on the outside with “Seneca County Department of Social Services Office Renovation” addressed to the county manager at the address above.

IMPORTANT NOTE: Each bidder must include a separate sealed list with their bid listing each subcontractor with whom the bidder is performing the work on the contract and the agreed amount payable to each for: (a) Site work (b) general construction (c) electrical wiring and standard lighting fixtures. After the low bid has been announced, the sealed list of the subcontractors submitted with this low bid will be opened and the names of these subcontractors announced. Thereafter, any change in the subcontractor or the agreed amount payable to each requires the approval of the public owner following evidence presented to the public owner of legitimate building needs for such change which is publicly available for inspection. Eligible construction needs include, but are not limited to, a change in project specifications, a change in building materials costs, and a change in subcontractor status in accordance with paragraph (e) of subsection two of section two hundred and twenty-two of the Labor Law or the subcontractor is otherwise no longer willing to no longer able or no longer available to execute the subcontractor. The sealed lists of subcontractors submitted by all other bidders will be returned to them unopened after the contract has been awarded. Section two hundred and twenty-two of the Labor Code provides in a relevant part: The owner of the project “takes into account the financial and organizational capacity of contractors and subcontractors in relation to the scope of the work to be performed by them, the performance record of contractors and subcontractors of previous work, the records of contractors and subcontractors on compliance with existing labor standards and the maintenance of harmonious working relationships, as well as the obligation of contractors to work together with minority and women-owned companies in accordance with Article 15-A of the Executive Law Enterprises of subcontracting relationships. “The project consists of demolishing the existing stairs and ramps, preparing existing foundations for the new construction, providing a new lower section of concrete ramp and providing a new upper section of ramp with stairs made of pressure treated wood. This work also includes new metal pipe guardrails, metal handrails, and pressure treated wooden guardrails as shown in the drawings.

The project page is available to the contractors at their own discretion. Seneca County urges all visitors to practice a safe social distancing protocol and comply with all CDC and NIH standards, including the use of masks. The interior of the building is not available to contractors.

Seneca County reserves the right to waive any information or to decline some or all offers.

In particular, the tenderers’ attention will be drawn to the requirements relating to the conditions of employment to be observed and the applicable wage rates to be paid under the contract.

The contractor must start work immediately after giving the request to continue.

Scope of work must be completed within sixty (60) days of starting work.

No bidder may withdraw any bid within sixty (60) days of the date specified for opening.
