NOTIFICATION OF PROPOSED CHANGES TO EMPLOYEE COMPENSATION INSURANCE RATES CASE NO. INS-2021-00081 The National Council on Compensation Insurance, Inc. (“NCCI”), on behalf of its member insurers, has filed with the State Corporation Commission (“SCC”) for approval to change the voluntary market advice loss costs and has assigned risk market rates and ratings for new and new Extended workers’ compensation insurance that comes into force on and after April 1, 2022. NCCI suggests consulting loss costs that its members, along with their own expenses and profit and success factors, can use in setting tariffs for policies written in the voluntary market. The proposal would change the overall average pure premium level for the voluntary market as follows: Industrial ratings: _ 16.4% less “F” ratings: __ 14.7% less coal classification 1005: _ _ 2.0% less coal classification 1016: _ 2.0% reduction NCCI proposes the following changes to the average total rate for the associated risk market: Industrial Classification: _ _ Classification by 15.1% “F” Classification (Federal): _ Classification by 13.4% Coal Classification 1005: __ Classification by 4.0% Coal Classification 1016: __ Down by 3.0% The information submitted by NCCI in support of its proposals, including the precise risk rates assigned and consulting loss costs for individual classifications, which vary by classification and are higher or lower than the above Total changes can be viewed at http://www.scc.virginia.gov/case under the case no. NOTE that the SCC may approve consulting loss costs and assigned risk rates and ratings other than those proposed by NCCI. The SCC has initiated an investigation into the NCCI’s proposed changes and a public hearing on it on Case # INS-2021-00081 in its Courtroom, Second Floor, Tyler Building, 1300 East Main Street, Richmond, Virginia 23219, 10. scheduled for October 20, 2021. Any interested person who wishes to make a statement in their own name at the hearing should appear in the SCC courtroom on October 20, 2021 at 9:45 am and contact the SCC’s bailiff. However, individuals wishing to attend the hearing should also monitor the SCC’s website to see if the current conditions of the COVID-19 pandemic require the hearing to be webcast rather than live.
