Two Former Federal Medical Middle Correctional Officers Indicted for Civil Rights Violations, together with Sexual Abuse of Inmates | USAO-EDKY

LEXINGTON, Kentucky – On separate charges, two former law enforcement officers working for the Federal Medical Center of the Bureau of Prisons in Lexington were charged with federal civil rights violations and sexual abuse.

A Lexington-based federal jury filed an indictment against Christopher Brian Goodwin, 45, of Winchester, Ky, three cases of sexual abuse of a ward and one case of the delivery of a prohibited item to an inmate.

Goodwin’s indictment alleges that he committed sexual acts several times between April 2019 and September 2019 with four inmates in BOP custody. The indictment alleges that on at least one of those occasions he sexually assaulted an inmate by threatening that if the victim did not do so, he would face death, assault or abduction. Goodwin is also believed to have provided cigarettes to an inmate

In a separate indictment, Hosea Lee, Jr., 42, of Phenix City, Al., Was charged with double disqualification based on the color of the law, double serious sexual abuse by violence or threat, eight sexual abuse of a ward, two cases of abusive sexual contact and a case of the delivery of a prohibited item to an inmate.

Lee’s indictment states that he committed sexual acts with five inmates in BOP custody between August 2019 and December 2019. Lee allegedly sexually assaulted two of the victims, threatening that their families and children would be killed or injured if they did not comply. Lee’s indictment also alleges that he was a specialist in drug treatment and illegally provided suboxone to an inmate, along with other prohibited items.

Carlton S. Shier, IV, Acting US Attorney for the Eastern District of Kentucky; William J. Hannah, Justice Department Special Representative to the Inspector General, Chicago Filed Office; and Edward J. Gray, acting special agent in charge, FBI, Louisville Field Office, announced the indictment.

The preliminary investigation into the charges was conducted by the DOJ OIG and the FBI. The cases are being handled by US assistant attorneys Tashena Fannin and Kate K. Smith.

Goodwin is due to appear in Lexington on Friday, July 30th, and Lee is also due to appear in Lexington on Friday, August 6th. For their respective charges they face up to one year in prison for deprivation of rights on charges of color of the law; up to life imprisonment on increased charges of sexual abuse; charged with sexually abusing a ward for up to 15 years; up to two years for sexual abuse with violence; up to 20 years for the delivery of a narcotic drug to a defendant; and up to six months for providing other prohibited items to an inmate. However, any penalty following a conviction would be imposed by the court in accordance with U.S. Sentencing guidelines and federal penalty laws.

Every charge is just an accusation. A defendant is presumed innocent and has the right to a fair trial in which the government must unequivocally prove his guilt.
